Senior QA/QC Engineering Consultant Institutional Campus Design & Infrastructure Role Type: Third-Party Consultant / Advisory Experience: 5+ Years (Campus Projects) Domain: Institutional / Higher Ed / Health & Science POSITION OVERVIEW & CONSULTING SCOPE We are seeking a highly credentialed QA/QC Engineering Consultant with a minimum of 5 years of specialized experience in large-scale institutional campus developments. Operating as an independent quality advisor and design auditor, the Consultant will enforce rigorous design quality assurance, multi-disciplinary spatial coordination, and code compliance across master planning, complex facility design (academic halls, research laboratories, healthcare complexes, central utility plants), and campus-wide utility infrastructure. 1. KEY RESPONSIBILITIES & SCOPE OF SERVICES The Consultant is responsible for delivering comprehensive quality assurance throughout the project lifecycle, from initial schematic master plan review to final commissioning and handover. A. Design Phase Quality Assurance & Constructability Review Multi-Disciplinary Design Audit: Lead thorough quality reviews of Architectural, Structural, Civil, Geotechnical, Landscape, and MEP/HVAC design packages across all design phases (Schematic, Detailed Design, Issued for Construction). Spatial & Clash Coordination: Utilize 3D BIM models (Revit/Navisworks) to conduct multi-disciplinary clash detection, ensuring high-density subterranean utility corridors, pipe racks, and structural interferences are resolved prior to construction issuance. QA/QC Engineering Consultant — Institutional Campus Design Page 1 of 4 Constructability & Operability Analysis: Evaluate structural constructability, material longevity, facade detailing, structural expansion joints, and long-term maintenance access for major institutional assets (Central Utility Plants, multi-story academic buildings, cleanrooms). Institutional Code & Standards Compliance: Verify compliance with local/national building codes, NFPA life safety codes, universal accessibility standards (ADA/barrier-free guidelines), and campus sustainability guidelines (LEED/ BREEAM). B. Quality Management Systems & Standards Framework Project Quality Plan (PQP) Governance: Review, refine, and audit the PQP, Inspection and Test Plans (ITPs), and Method Statements submitted by Lead Design Consultants and EPC Contractors. Specification Standardization: Establish benchmark specifications for institutional-grade materials (high-performance concrete, structural steel coatings, curtain walls, high-efficiency MEP equipment) requiring 50 to 100-year design life cycles. Supplier & Manufacturer Vetting: Perform technical quality audits of off-site concrete batching plants, steel fabrication yards, and MEP equipment vendors. C. Construction Oversight & Quality Governance Third-Party Quality Audits: Conduct structured on-site quality audits to verify contractor adherence to approved shop drawings, material submittals, and technical specifications. Non-Conformance Management: Author, issue, and track Non-Conformance Reports (NCRs), Root Cause Analyses (RCA), and Corrective and Preventive Actions (CAPA) through closure. Material & Testing Validation: Direct and verify third-party laboratory testing for concrete compressive strength, soil compaction, weld integrity (NDT), facade water penetration, and pipe pressure testing. D. Campus Infrastructure & Utility Integration Subterranean & Civil Utilities: Provide quality oversight for campus-wide civil networks including high-voltage distribution, district cooling/heating lines, storm water management, domestic water, and fiber-optic backbones. Traffic & Pedestrian Circulation: Ensure pedestrian plazas, emergency vehicle access routes, parking facilities, and transit hubs conform to master plan traffic impact studies and design specifications. E. Commissioning, Handover & Documentation Testing & Commissioning (T&C): Oversee pre-commissioning and integrated systems testing for building management systems (BMS), life safety, central cooling plants, and back-up power generation. As-Built & Quality Records: Validate accuracy of as-built drawings, operations and maintenance (O&M) manuals, warranty documents, and institutional asset handovers. 3. REQUIRED QUALIFICATIONS & SKILL MATRIX Competency Domain Essential Qualifications Preferred / Advanced Requirements Domain Experience Minimum 5 years in QA/QC engineering roles with a direct focus on institutional, university, or major civic campus design. 7+ years in QA/QC advisory roles within a global engineering consultancy or PMC environment. Design QA & Review Proven expertise reviewing multidisciplinary construction drawings, structural calculation reviews, and technical specifications. Hands-on capability running automated BIM clash detection matrix and model audits in Navisworks. Standards & Codes QA/QC Engineering Consultant — Institutional Campus Design Page 2 of 4 Competency Domain Essential Qualifications Preferred / Advanced Requirements Strong knowledge of International Building Code (IBC), NFPA, ACI, AISC, ASHRAE, and local municipal bylaws. Working knowledge of institutional green building standards (LEED Gold/Platinum, GRIHA, WELL Standard). Quality Frameworks Demonstrated experience writing/auditing PQP, ITP, Quality Manuals, and Method Statements under ISO 9001 guidelines. ISO 9001:2015 Lead Auditor certification; ASQ Certified Quality Engineer (CQE) or CQA. Soft Skills & Leadership Assertive technical communication, diplomacy in client/contractor negotiations, strong analytical report writing. Proven track record representing Owner's interests in executive steering committee meetings and disputes. 4. CONSULTANT EVALUATION & SCORECARD RUBRIC Candidates for this consulting mandate will be evaluated across five key technical and operational dimensions: Evaluation Metric Weight Core Assessment Criteria Excellence Benchmark (Target) 1. Design QA & Constructability 25% Ability to identify cross-disciplinary conflicts, structural constructability risks, and drawing discrepancies. Demonstrated track record of reducing field RFI/Change Orders by >20% through rigorous pre-construction audits. 2. Quality Systems & ISO 9001 20% Experience establishing Inspection & Test Plans (ITPs) and auditing contractor quality workflows. ISO 9001 Lead Auditor certification; seamless NCR lifecycle management experience. 3. Institutional Infrastructure 20% Knowledge of central utility plants, deep utility networks, high-density MEP, and campus master plans. Direct experience on 2+ campus projects with budget exceeding $50M+ or covering >50 acres. 4. BIM & Digital QA Tools 15% Proficiency in BIM model review, Navisworks clash reports, and cloud QA software (Procore/Aconex). Advanced capability in digital quality tracking, 3D clash resolution, and automated inspection logs. 5. Advisory & Governance 20% Clear executive reporting, assertive quality enforcement, and client representation skill set. Proven ability to handle complex contractor claims, technical disputes, and executive client briefings. 5. KEY PERFORMANCE INDICATORS (KPIS) FOR THE MANDATE • Design Audit Turnaround Time: Maintain <10 working days turn-around for multidisciplinary schematic and IFC design review cycles. • Field Clash & RFI Reduction: Achieve zero major structural/MEP spatial clashes during site execution via BIM QA audits. • NCR Closure Resolution: Ensure 95%+ of site Non-Conformance Reports (NCRs) are closed within agreed SLA timelines. • Material Compliance Compliance: 100% verification of critical structural and MEP material test reports prior to installation.
